This covenant is signed by all staff, foster families, residents, and vetted volunteers. It protects Streams’ mission and religious identity while ensuring safety, stability, and accountability.
1) Purpose
Streams of Hope Community is a Christian ministry community. We affirm the authority of Scripture and seek to live in a way that supports foster children’s healing, family stability, and intergenerational neighboring.
2) Statement of Faith Alignment
All staff and key volunteers must affirm the Statement of Faith.
3) Lifestyle & Conduct Standards
All covenant members agree to:
• uphold biblical teaching on marriage, sexuality, and gender consistent with a conservative Christian ministry
• avoid public conduct that undermines the mission or creates scandal
• refrain from harassment, bullying, intimidation, or hostile conduct
• treat all residents and children with dignity and compassion
Children: participation in religious activities is voluntary; no child is forced.
4) Service Expectations (Quarterly)
• Each foster family household contributes: 50 volunteer/service hours per quarter.
• Each 55+ cottage household contributes: 100 volunteer/service hours per quarter.
• Hours include: tutoring, meals, events, mentoring, approved childcare help, facility days, transportation support (as approved).
5) Tiered Accountability Process
Tier 1 – Coaching & verbal warning
Tier 2 – Written warning + corrective action plan
Tier 3 – Probation + role restrictions
Tier 4 – Removal/termination and/or lease termination (as applicable)
Immediate Tier 4 triggers: abuse/neglect; sexual misconduct; violence; threats; criminal conduct; repeated boundary violations.
6) Lease & Participation Terms
Residential participation is a privilege tied to mission fit. Streams reserves the right to terminate lease or remove volunteers for covenant violations. Appeals: Program Director → ED → Board committee (final).
